Dr. Angel M. Matos Lugo is a Puerto Rican Physician and Educator; passionate about Medical Education, Mental Health, Addiction Medicine and committed to fight Health Disparities and Inequalities. Other than administering the ARP and teaching, Dr. Matos is the Chair of the UMHS Diversity & Inclusion Committee. He has a strong commitment to promote students' ability to work with diverse peers and patients as they enter the workforce.


He earned his Doctor of Medicine degree (M.D.) from the Autonomous University of Guadalajara in México; and received his Bachelor of Science (B.S.) from the University of Puerto Rico in Río Piedras. Currently, Dr. Matos pursues a Master of Education (M.Ed.) in Higher Education from Penn State University. Member of the International Association of Medical Science Educators, the Human Anatomy & Physiology Society, and the American Association of Anatomists.

He is the acting President of the Board of Directors for Santa María de los Ángeles Foundation in San Juan, Puerto Rico. SMAF is a non-profit organization that provides counseling, education, and prevention services aimed to reduce sexual behaviors that cause unintended pregnancy and disease among adolescents in Puerto Rico.


Immediately prior to joining UMHS, Dr. Matos was Associate Dean and Human Anatomy & Physiology Faculty for the UNE School of Health Sciences in the Ana G. Méndez University System. Responsible for Health Sciences Programs in 6 campuses in PR; foreseeing other campuses in mainland USA. Progressive research experience in Mental Health and Addiction Medicine projects of the UPR Medical Sciences Campus, addressing patient access and quality of services for persons with addiction problems, HIV, HBV and HCV, in correctional environments. Formerly served as Consultant and Project Director for the National Opioid Treatment Program of the Puerto Rico Substance Abuse & Mental Health Services Administration (PR-SAMHSA/ASSMCA).


Dr. Matos holds an active medical license. While in México, he practiced medicine in Public and Private Hospitals. Extensive experience in Community Health and Preventive Medicine, providing primary care in Rural Clinics, treating migrant farmworkers and indigenous populations.
